近年来，杭州市卫生健康委坚持一张蓝图绘到底，坚持疫情防控和卫健业务两手抓、两手硬，坚持以提供全人群全生命周期的优质健康服务为宗旨，拉高标杆推进卫生健康现代化建设，连续 10年荣获全市综合考评满意单位，连续 6年健康浙江考核获得优秀，连续 4年浙江省中医药发展指数第一。2021年获得浙江省文明单位称号，2022年被评为全国爱国卫生运动 70 周年先进集体，2023年荣膺全国首批婴幼儿照护服务示范城市，全市卫生健康事业发展呈现良好态势。

（一）总体情况。杭州市卫生健康委员会 2019年机构改革后挂牌成立，委机关共设18个处室，直属机构共有 27家，其中医疗机构 16家，公共卫生服务机构 6家、其他机构 5家。

（二）主要指标。健康素质：人均期望寿命、婴儿死亡率、孕产妇死亡率等衡量一个国家和地区健康水平的三大指标分别为 83.63岁、1.38‰和 2.0/10万，均已经达到高收入国家水平。医疗资源：全市卫生机构（含村卫生室）6626个，其中医院 414个（其中省直属29个），有医疗床位 10.02万张，执业（助理）医师 6.27万人、注册护士 7.23万人，平均每千常住人口医疗床位 8 张、执业（助理）医师 5 人，注册护士 5.78 人。

（三）特色工作。一是亚运保障有担当。创新实施“三圈三级”病媒防制新举措，建成了全国首创的市病媒生物防制实践教学基地， 174个场馆达到病媒生物防制 A 级标准，确保赛事期间聚集性疫情和突发公共卫生事件“零发生”。构建水陆空三维立体化医疗急救网络，建立 AR+5G 远程智能医疗系统，实时精准服务保障。亚运期间，共执行保障任务 3000余场次，现场救治患者 11150人次、收治患者 1344人次。二是行业党建有品牌。会同市委组织部联合印发《关于进一步推进全市卫生健康行业系统党建高质量发展的实施意见》，建立抓党建促全局的工作统领机制。深耕“双擎四驱”清廉医院建设杭州模式，持续深化大党建考核、党建“双强双优”工程、“医路领航·建功亚运”大考大赛等激励机制，开展“红色领杭·奉献亚运”万名党员进千个社区志愿服务。三是数智赋能有创新。打造杭州健康大脑 2.0体系，“健康大脑+智慧医疗”列入杭州市共同富裕示范区城市范例首批试点。率先推进并全市推广医学检查检验结果互认共享，入选省卫生健康“十大有影响力事件”。创新打造“善育在杭”数字一体化平台，以支持生育、安心孕育、舒心养育、放心托育四大主题应用为支撑，构建“全链条”治理服务体系。创新开发智慧卫监、精卫协管、商保理赔、数字中医等多跨协同应用场景。四是共同富裕有实绩。制定西部区县基层公共医疗服务能力提升行动计划（2024-2025年），落实“基础设施、服务能力、人员队伍”三项补助，实现基本公共卫生服务项目省级绩效评价“三连冠”；在长三角省会城市率先实施生育补助政策，累计发放补助金额 1.56亿元。积极推进普惠托育服务体系建设，全市托位总数 5.4万个，每千人托位数达 4.4个，获批中央财政支持普惠托育服务发展示范项目。五是事业产业有作为。杭州市疾病预防控制局正式挂牌，新杭州市疾控中心（杭州市卫生监督所）顺利组建。市一医院集团、市红会医院集团、市妇女儿童医疗集团应势而立。2022年度“国考”市中医院和红会医院分别进入同类医院全国前五、排名全省第一。全省首创的生物医药与生命健康产业医企融合“揭榜挂帅”专项，撬动强脑科技等行业领军企业投入科研经费累计达 6.87亿元。六是健康城市有亮点。率先实践“将健康融入所有政策”，各项健康城市指标位居全国前列，举办首届杭州都市圈健康城市发展论坛，发布《健康杭州发展报告》蓝皮书。连续三年被全国爱卫办评为全国健康城市建设样板市，连续四年被清华城市健康指数评价为引领型城市。

In recent years, the Hangzhou Municipal Health Commission has steadfastly implemented its long-term blueprint, balancing and strengthening both epidemic prevention and control and healthcare services. With the aim of providing high-quality health services for people of all ages throughout their entire life cycle, the Commission has set higher standards to advance healthcare modernization. It has been honored as a Municipal Comprehensive Evaluation Satisfactory Unit for 10 consecutive years and achieved the Outstanding rating in the Health Zhejiang Assessment for 6 consecutive years, and it has been the Zhejiang Province TCM development index first for four consecutive years. In 2021, the Commission was awarded the title of Civilized Unit of Zhejiang Province. In 2022, it was recognized as an Advanced Collective for the 70th anniversary of the Patriotic Health Campaign. In 2023, it was honored as one of the first national demonstration cities for infant and child care services. The development of healthcare services in the city is showing a positive trend.

(1) Overview. The Hangzhou Municipal Health Commission was officially inaugurated in 2019 following institutional reforms, with a total of 18 departments and 27 affiliated institutions, including 16 medical institutions, 6 public health service institutions, and 5 other institutions.

(2) Key Indicators. Health Quality: The three major indicators that measure the health level of a country or region are the average life expectancy, infant mortality rate, and maternal mortality rate, which are 83.63 years, 1.38‰, and 2.0/100,000 respectively, all of which have reached the level of high-income countries. Medical Resources: There are 6,626 health institutions (including village clinics) in the city, of which 414 are hospitals (29 of which are directly affiliated with the province). There are 100,200 actual medical beds, 62,700 practicing physicians, and 72,300 registered nurses, with an average of 8 medical beds, 5 practicing physicians, and 5.78 registered nurses per thousand permanent residents.

(3) Featured Work. First, Hangzhou Municipal Health Commission has taken responsibility for Asian Games guarantee. The commission innovated and implemented vector control new measures called “Three-Zone Three-Tier”, established the municipal practice teaching base for vector biological control, which was the first of its kind in China, and 174 venues reached the level A standard of vector control, ensuring that there would no cluster epidemics and public health emergencies. The commission built a three-dimensional maritime, land and air emergency medical network and AR+5G remote intelligent medical system to guarantee real-time accurate service. During the Asian Games, the commission in total performed the supporting tasks 3,000 times, treated 11,150 patients on site, and admitted 1,344 patients. Second, the Commission has forged an industry-leading Party-building brand. Hangzhou Municipal Health Commission, in conjunction with the Organization Department of the Municipal Party Committee, co-issued the Implementation Opinions on Further Promoting the High-Quality Development of Party Building in the Health Industry System in the City, establishing a working coordination mechanism to promote party building and the overall situation. We have been deeply cultivating the “Dual-Core Quad-Driven” Integrity Hospital Model, while continuing to deepen the evaluation of the building of large parties, “Double Strong Double Excellent” project, and “Medical Road Navigator · Making Contributions to the Asian Games” competitions incentive mechanism, etc. We carried on the community voluntary service called “Red Spirit” Leading Hangzhou · Dedication to the Asian Games, and encouraged tens of thousands of party members into thousands of communities. Third, digital intelligence supports innovation in healthcare. We are building the Hangzhou Health Brain 2.0 system, and Health Brain + Smart Healthcare has been included in the first batch of pilot projects for Hangzhou’s Common Prosperity Demonstration Zone. We have taken the lead in promoting the mutual recognition and sharing of medical examination and inspection results throughout the city, and have been selected as one of the Top Ten Influential Events in health and medicine in the province. We have launched the Good Parenting in Hangzhou digital integration platform, which supports four major themes of fertility, safe pregnancy, comfortable childcare, and trustworthy daycare, and builds a full-chain governance and service system. We have also innovated and developed multiple cross-functional application scenarios, such as intelligent health supervision, precision guardian collaboration, commercial insurance claims, and digital traditional Chinese medicine. Fourth, there are achievements in common prosperity. We have formulated an action plan to improve the capacity of primary public medical services in the western districts and counties (2024-2025), implemented three subsidies: infrastructure, service capacity, and personnel, achieved the “triple crown” of provincial performance evaluation of basic public health service projects; and first implemented the birth subsidy policy in the provincial capital city in the Yangtze River Delta, with a total subsidy amount of 156 million yuan. We have actively promoted the development of a universal childcare service system. The total number of childcare places in the city is 54,000, and the number of child care places per 1,000 people is 4.4. This programme has been approved as a demonstration project for the development of universal childcare services by the central fiscal support. Fifth, there are achievements in public health initiatives and industry collaboration. The Hangzhou Municipal Bureau for Disease Control and Prevention was officially established, marking the successful establishment of the new Hangzhou Center for Disease Control and Prevention (Hangzhou Health Supervision Institute). In response to the current situation, the Municipal First Hospital Group, Municipal Honghui Hospital Group, and Municipal Women and Children’s Medical Group were established. During the 2022 National Healthcare Performance Evaluation, the Municipal Hospital of Traditional Chinese Medicine ranked among the top five nationwide in its category, while Honghui Hospital secured first place in Zhejiang Province. Additionally, a pioneering project integrating biomedicine with the life health industry and medical enterprises was launched the “Challenge List” initiative, attracting significant investments totaling 687 million yuan from leading industry players such as Qiangnao Technology. Sixth, there are highlights in the construction of a healthy city. Hangzhou has taken the lead in implementing the strategy of integrating health into all policies and all health city indicators rank among the top in the nation. Hangzhou has held the first Forum on Healthy Urban Development in Metropolitan Area, and published the blue book “Healthy Hangzhou Development Report” .The city has been rated as a national model for health city construction by the National Patriotic Health Campaign Committee (NPHCC) for three consecutive years and has been evaluated as a leading city in the Tsinghua Urban Health Index for four consecutive years.
